What is Chain of Responsibility?

Chain of Responsibility (CoR) is a component of the Heavy Vehicle National Law (HVNL) that requires parties other than drivers to be responsible for the safety of heavy vehicles on the road.

Under CoR laws, anyone who has control over the transport task can be held legally responsible for breaches. This includes employers, prime contractors, operators, schedulers, consignors, loaders, unloaders, and loading managers.

Non-compliance can result in significant penalties, including fines and prosecution.
